Works in the public domain are those whose intellectual property rights have expired, have been forfeited, or are inapplicable. Examples include the works of Paul Otlet and Henri La Fontaine. In many jurisdictions, after 70 years have passed since the day of author's death, the works of those authors become fully available so that everyone - without any need for prior authorization - can access and use them for any purpose whatsoever.
